What are the FIFA Football Agent Regulations?
The FIFA Football Agent Regulations (FFAR) are the FIFA rules that govern who may act as a football agent and how agent services are provided in international transfers. They establish a licensing system based on the FIFA football agent exam and regulate the relationship between agents, players, coaches and clubs.
What do the FFAR cover?
– Licensing and the FIFA football agent exam
– Representation agreements
– Conflicts of interest and multiple representation
– Service fees
– Representation of minors
– Disputes between agents and their clients
The licensing provisions came into force on 9 January 2023 and the remaining provisions on 1 October 2023; the current edition is dated January 2025. On 16 July 2026, the Court of Justice of the EU ruled in RRC Sports (C-209/23) on several FFAR provisions, including the approach rules, the limits on multiple representation and the publication of agents’ data, and left their final assessment to the national court.
This masterclass offers a structured overview of the regulations, the legal and ethical responsibilities they place on agents and a practical approach to preparing for the FIFA football agent exam.

FAQ.
What are the FIFA Football Agent Regulations?
The FIFA Football Agent Regulations (FFAR) govern who may act as a football agent in international transfers and how agent services are provided. They cover licensing and the FIFA exam, representation agreements, conflicts of interest, service fees, minors and disputes.
When did the FIFA Football Agent Regulations come into force?
The licensing provisions, including the exam, came into force on 9 January 2023, and the remaining provisions on 1 October 2023. The current edition is dated January 2025.
How does the CJEU ruling of 16 July 2026 affect the FFAR?
In RRC Sports (C-209/23), the Court of Justice of the EU found that the rule restricting approaches to clients under exclusive contract appears incompatible with EU competition law, and that the GDPR precludes FIFA from publishing agents’ sanctions and detailed transaction data. Whether the other restrictions are justified is for the national court to decide.
Do I need a licence to work as a football agent?
Yes. Since 1 October 2023, only FIFA-licensed football agents may provide agent services in international transactions. National rules may also apply to domestic transfers.
